Having tried on Windows 7 box with dark themes can confirm that text and weblinks on "What's New" tab (and "Learn & Discover" as well) are not that bright and not so readable, as on the screenshot requester provided. The same is with NB 11.1 also.
The thing is that all these tab panels use property _isOpacity=false_ and utilise global LaF, so one of the possible solutions here would be:
* just make these fonts / weblinks color brighter, more readable; or
* turn font/links color to light when the dark background globally set.
