DomBuilder looking for DTD files somethims after disabling the DTD checking

I'm using DOMbuilder to parse XML files without having the DTD related to it.
In a stabillity testing, where same XML file's content is parsed after 
performing resetDocumentPool & parseURI (3 seconds between each time). in about 
10% of the cases I received an exception with msg: An exception occurred! 
Type:RuntimeException, Message:The primary document entity could not be opened. 
Id=R:\EmdTesting\Type00\123457012_2002_10_03_23_53_51_1964_ACTIV.IRI.XML

In order to disable the DTD checkings, I've used:
   d_pDomParser->setFeature(XMLUni::fgDOMNamespaces, false);
    d_pDomParser->setFeature(XMLUni::fgXercesSchema, false);
    d_pDomParser->setFeature(XMLUni::fgXercesSchemaFullChecking, false);
    d_pDomParser->setFeature(XMLUni::fgDOMValidation, false);
    d_pDomParser->setFeature(XMLUni::fgXercesLoadExternalDTD, false);

But it seems that in those cases, it looks for the DTD anyway.
The wird thing is that its not consistent.
