broken pipe: accept: (client socket)

Hello,

I'm getting this line very often error_log and apache hangs very soon 
after the lines appear:

broken pipe: accept: (client socket)

I looked around with google and and seemed, that it has to do with 
/proc/sys/fs/file-max. But since I changed the value to 16384, nothing 
improved. Any idea, whats going wrong with that? The machine has 256 MB 
of RAM, the load average is something about 0.3.
