[VOTE][RESULT] remove inactive PMC members from the PMC

The vote to remove David Solis, Kent Tong, Geoffrey Longman, Mind
Bridge, Paul Ferraro, Richard Lewis-Shell
and Tsvetelin Saykov from PMC has failed due to one veto vote.
