l10n in authoring page

Hi!

I use tw to represent the zh_TW,it work now in site page,but in Authoring
page,the word become &#32321;....
I had open the UTF-8 in web.xml form encoding.

"Especially the forms editor does not work with UTF-8."

Switch all encodings to UTF-8
