[users@httpd] using mod bandwidth

I'm having trouble getting mod_bandwidth to work on a debian testing box
w/ apache 1.3.29

I'm trying to do limit every connection to a home directory file to
5K/s, so within my virtualserver I do 

BandWith on
BandWidth all 5124

However, when I run a test get of a 20MB file, mod_bandwidth never kicks
in.  any idea what I'm doing wrong?
