Wrong error page

A few issues with <https://blogs.apache.org/foo>:

0. [not a bug] It does actually say "404 Not Found" in small print. However, …

1. … it also says "Service Unavailable" in much larger letters, which is the name of the 503 response code.

2. The actual response code on the wire (after redirects) is 200.

3. Not only the title image but also the text imply the site is _down_, as opposed to up and correctly reporting a non-existent page.

3. Uses the old feather.

4. It redirects to another URL. It shouldn't, so as to make it easier to manually fix any typos.

5. The words "Service Unavailable" are an image, which breaks any number of use cases (e.g., automatic translation, text-to-speech). There's no alt text and the title text is… well, let's just say it does not address those use-cases.

(Also, I'm not sure what VP Brand would say of those modified feathers.)
