encoding problem

Hi,
      I've come across the encoding problem when I use tomcat server. The
situation is:  after encoding, the space in the url is replaced with 20%,
but it would work using the encoded url, it said file not found. But when
tried the same encoded url under Java Web Server, it works fine. What is the
problem? Please give me a clue. Thank you!
