I've fixed some code in the tobago-core in 1.0.21-SNAPSHOT and 1.1.0-SNAPSHOT, so that you don't get exceptions.
But CSS and JavaScript doesn't work.
I've added a simple example and testet it in LifeRay 5.1.2
