   ### What would you like to happen?
   
   Hi everyone, I’d like to request an improvement regarding something that really bothers me. When developing a pipeline in HOP, if you click on an empty area (without a specific step selected), a modal with new steps opens up. I would like it so that if the transform/action palette tree is hidden, that modal doesn't open.
