[Bug 52860] Support Transfer-Encoding: gzip

I've filed Bug 52860 as an RFE for httpd to support gzip Transfer-Encoding:

My patch extends mod_deflate to provide this behaviour through a filter, but I'm not sure if this is right approach.
Would anyone have the time to look at this and help me improve the patch to something committable?
