As requested by a Qpid user, it's nice to have a way to configure a default queue policy for the broker.
i.e all queues created will inherit this policy unless specifically overridden.
All though the user was interested in the C++ broker, I added the Java broker for completeness, especially given our goal of providing a consistent experience for both brokers.
