Inheritance and properties files

Hi all,

I've noticed when using pom inheritance and the reactor that if I run 
Maven in one of the subproject directories, the properties from the root 
(parent) project.properties file aren't available (though the goals from 
the root maven.xml are). Is this deliberate? It can make for quite 
different behaviour between running the whole build and building a 
single subproject jar.
