> As part of the umbrella migration to JUnit 5 and AssertJ (FLINK-25325), all test suites in the `flink-statebackend-changelog` module should be modernized to JUnit 5 (Jupiter) and AssertJ.

> Modernize legacy JUnit 4 annotations, rules, and assertions in `flink-statebackend-changelog`:
> * Replace `@org.junit.Test`, `@Before`, `@After` with JUnit 5 Jupiter annotations (`@org.junit.jupiter.api.Test`, `@BeforeEach`, `@AfterEach`).
> * Replace `@Rule TemporaryFolder` with JUnit 5 `@TempDir Path`.
> * Replace JUnit 4 parameterized runners (`@RunWith(Parameterized.class)`) with Flink's `@ExtendWith(ParameterizedTestExtension.class)` and `@TestTemplate`.
> * Replace `org.junit.Assert.*` and Hamcrest matchers with AssertJ `assertThat(...)`.
> * Update class and test method visibility to package-private.
