Hello HugeGraph Community,

This is a call for vote to release Apache HugeGraph (Incubating)
version 1.0.0-rc2

It solved some problems in the previous release:
1. fix and check all license-headers in source files
2. remove copyright in ASF header &amp; refer it in NOTICE file &amp; correct
the information
3. remove all the unnecessary binary files in source release package
4. remove swagger-ui's static files &amp; use a download way to handle it
5. choose one proper license instead of list them all in the LICENSE
&nbsp;&nbsp;&nbsp; file for easy review (remove extra *GPL/CC-BY license)

Thanks a lot to Willem Jiang &amp; Justin Mclean for pointing out these problems,
it would be very grateful to check them again when free.
