Deployment Rearrangement

I've now rearranged the deployment modules like this:

deployment: base classes for *-builder code

deploy-config: base classes for DConfigBeans (also used by *-builders,
  but this one depends on XMLBeans)

deploy-tool: CLI deploy tool (only)

deploy-jsr88: DeploymentFactory, DeploymentManager, related JSR-88 plugin 
  features
