jenkins being restarted

Jenkins crashed around 0200 UTC 16 May. We are restarting it with some additional performance adjustments added to the config.

Unfortunately we had another crash today so Jenkins has just been
restarted as or 23:15 UTC May 18th.  Sorry for the inconvenience.
