Tests added in HADOOP-16455 are failing.

java.lang.IllegalArgumentException: The value of property fs.azure.account.oauth2.client.id must not be null

Looks to me like there are new configuration options which are undocumented


# these need documentation in testing markdown file
# tests MUST downgrade to skip if not set
