validator question - field dependencies?

I have a credit card section on my form which is not required. However, if
any part of the credit card section is filled out then all of it should be
filled out.

Is this kind of functionality built into Validator? If not (which it doesn't
appear to be), has anyone written utility validator methods to determine if
groups of fields are filled out correctly?
