Current version of Docker deployed on ASF infra does not seem to mount /sys/fs/cgroups inside containers, and that makes a majority of Mesos tests tests ran by Jenkins build bot to fail. This can be solved by upgrading Docker to the latest version.

For the time being the failing tests are disabled, but we (the Mesos project) would actually like to be able to run them.
