[DISCUSS] Propose new Sentry PMC - Kalyan Kalvagadda

Hi PMC,

Kalyan became a committer in June/2017 and since then, he has helped all
contributors to get their patches reviewed and committed helping the
project to be active and healthy. He has done 49 commits in total + around
61 patches reviewed. He was also the release manager of Sentry 2.0 which
was an important milestone for the project which includes the new re-design
Sentry HA functionality.

I think Kalyan would be a good addition to the PMC team to help the project
being more active on important PMC discussions around issues and future
Sentry roadmap ideas.

Given that, I'd like to propose that we vote to make Kalyan a new PMC on
the Apache Sentry project.
