Implements bare minimum modifications to the install wizard to allow installation of HDPCore mpack (only!). This includes:

* Remove stack selection step
* Remove service selection step
* Implement configure download step
* Implement mpack selection step
* Implement mpack registration step
* Background code changes required to support installation from mpacks
