Updating Kudu Jenkins tonight

Hi devs,
I'll be upgrading the version of the Jenkins master shortly to switch to an
LTS version with the latest updates. You might notice temporary Gerrit
failures but I will allow existing jobs to finish before restarting the
service.

I'll send out another email when the upgrade is complete.

Kudu Jenkins is back up and running. Here is a summary of the changes I
made to the underlying docker images:

   - Upgraded the Jenkins master to Jenkins 2.164.1 (latest LTS version)
   - Upgraded the Jenkins swarm plugin on the build slaves to 3.15,
   required to work with the latest Jenkins
   - Upgraded the Jenkins build slaves to JDK8 by default to easily support
   the latest Jenkins swarm plugin (the timing for this was convenient; see
   Adar's email to this list a few minutes ago; but JDK7 is still available)
   - Reinstalled the gerrit-trigger plugin, which got lost during the
   upgrade
