[VOTE] Sunsetting support for Java 9 and 10

Please vote on the following proposed policy for supported platforms. 
The polls close at 5:00 pm San Francisco time on Sunday May 24.

A) The 10.16 release will support Java 11 on up, but will not support 
older versions of Java.

B) All releases in the 10.16 family will follow this policy.

Adopting this policy would result in the following changes to the 10.16 
trunk:

I) Removing build support for Java 9 and 10.

II) Purging user doc references to Java 9 and 10.

We do not anticipate that this policy will require any changes to user code.

Thanks Rick for pushing this forward. Sometimes keeping up with Java
releases seems exhausting ... :)
