The return code from the code generator is not used to control the 'touch' of the time stamp.
If the build of the framing code fails then it will not be re executed on the next mvn call requiring the user to perform a mvn clean before the framing code will be regenerated.

Fixed in rev 494092. Set failonerror="true" in ant build file.
