The patch https://github.com/apache/sling-org-apache-sling-feature-cpconverter/commit/e173157dcaa34a233400f1d9566ab6a2c0f44558 was incomplete and adjusted the .setDropContent(true) in the test case but not the CLI. This breaks in cases where non snapshot packages are converted as the default upload will be blocked by the converted content artifacts (not contributing any content).
