Now andorid devtool support weex sdk 0.28.0.

I stopped convince the owner to donate it to ASF for the following reasons:
- The ability of Debugging JS code of Weex is important, but not
necessary. I think compiling tool is necessary, so I make some effort to
have weex-loader and weex-cli donated to ASF.
- The current owners of *android-devtools-for-Apache-W**eex *and
*devtool-iOS-for-Apache-Weex
*stops maintaining it for some time, and donating code that is no longer
maintained by anyone is just not the right thing to do, IMO.
As the owner gave me the admin priviledge of those two git repos, I can
give you write permission if needed.
If you could bring these code repos alive, then please help us first.
Create some PRs, make them work as expected, then I will persuade the
original owner giving it to ASF. I just don't think it's the right thing to
donate some dead code to ASF.
