KeyValueUtil.oswrite() handles the serialization of the Cells.  In case of non KV cases we write the tagLen as 0 but while deserializing using KeyValueUtil.create() this does not work as we don't include the tag length.  This problem is not visible because we don't write tags from the server to clients.  But if we have DBEs enabled and we have a scenario to send back the tags also to the clients then this will break.
