The project.xml contains these dependecies:

    <dependency>
      <groupId>xml-apis</groupId>
      <artifactId>xml-apis</artifactId>
      <version>2.0.2</version>
    </dependency>
    <!-- actually dbcp's tests need this too -->
    <dependency>
      <groupId>xerces</groupId>
      <artifactId>xerces</artifactId>
      <version>2.0.2</version>
    </dependency>

2.0.2 is a *VERY* old and buggy version of Xerces
. These two versions should be changed to 2.6.2. 

There's also a 2.7.1 but the Maven repositories are a little out of sync on that
version right now, and 2.6.2 fixes all the issues you're likely to encounter.
