   There were some issues with building jaxrs native image example.
   
   `org.eclipse.jetty.util.ModuleLocation` needed to be configured for initialize at build time
   
   I also updated the atomos maven plugin to fail if it could not find the `native-image` executable.  We now read the GRAALVM_HOME environment variable like the `org.graalvm.buildtools:native-maven-plugin` does to be consistent.
