Doesnt Work If Command Line > 125

When entering a command line to convert xml to pdf eg :-

java org.apache.fop.apps.Fop -xml "C:\test.xml" -xsl "C:\test.xsl" -
pdf "C:\test.pdf"

the command does not work when the command line is greater than 125 characters. 
No error is returned and the command just seems to be ignored. It works fine is 
the command length is 125 or less.
