seeking an Access Control List (ACL) API

I'm new to the turbine-user mailing list.

I'm not using Turbine right now.  I've got a 
web application built using JSP + a homegrown MVC framework.

I am in search of a standalone, general purpose Access Control List API.

I found these resources:

Does org.apache.turbine.om.security supercede 
org.apache.fulcrum.security.entity ?

Does Jakarta have any projects that are similar to OpenSymphony's OSAccess 
project?
