   ## What changes were proposed in this pull request?
   
   In the PR, I propose to parse strings to timestamps in microsecond precision by the ` to_timestamp()` function if the specified pattern contains a sub-pattern for seconds fractions.
   
   Closes #24342
   
   ## How was this patch tested?
   
   By `DateFunctionsSuite` and `DateExpressionsSuite`
