[DISCUSS] move to gitbox

any one have concerns they want to weigh in with about moving to gitbox per INFRA's email to dev@?

if no one has objections, I'll take care of filing the INFRA ticket.

As Sean mentioned in the other thread, he wasn’t sure if he filed it.  It doesn’t look like he did, so I filed https://issues.apache.org/jira/browse/INFRA-17447 :)

We’ll get moved to gitbox probably over the weekend or maybe Monday.  I’ll repair the various precommit jobs after the move.  We’ll have to make some patches to the source tree as well (mainly doc fixes).
