Karaf 4.0.x branch failing on CXF 3.1.7-SNAPSHOT dependency...

When Jenkins tried to merge in my patch, it failed the build:

https://builds.apache.org/job/karaf-pr/327/console

Why are we depending upon a SNAPSHOT of CXF in Karaf?
