Setting up Apache-SOAP

I am looking for more details on how to set up Apache-SOAP w/ Tomcat (Tomcat
3.2.1, SOAP 2.1, JDK 1.3.02, W2K).

I have gotten as far as connecting and running the Apache-SOAP Admin client
(http://myhost:8080/soap/soap/admin), which seems to be properly running
(the servlets run and report that I have no SOAP services installed), but I
cannot connect to the rcprouter ("Visit the SOAP RPC router URL for this
SOAP server", clicking on the link on the Apache-SOAP page,
(http://myhost:8080/soap/soap/index.html) generates a 404.  I have gone back
over the installation document (soap-2_1\docs\install\tomcat.html) and do
not see where I have made a mistake.  I have also looked at the
soap/webapps/WEB-INF/web.xml file, but I don't see anything extraordiniary
there.

The SOAP jar file and Xerces are in in my Tomcat classpath, which is:

I am suffering under a schedule deadline, so any input is appreciated.
