fix(agent-service): tighten /recommend input validation and error handling

- Reject whitespace-only operatorType (schema now requires a non-whitespace
  character) instead of returning 200 with an empty list; add a regression test.
- Return a generic message on 500 responses (the real error is still logged)
  to avoid leaking internal details.
- Relax the OperatorRecommendation docstring to match actual behavior
  (suggestions are validated against the catalog only when it is available).
