Creation of svnsubpub dist area 4 Apache Olingo

Hi,

Apache Olingo (incubating) [1] is working on its first release. For that I would like to request the creation of a svnsubpub dist area. A KEYS file is already submitted to [2].

Your support is appreciated.

Greetings,
Stephan
