The class org.apache.struts.config.impl.ModuleConfigImpl implements
Serializable, but it does not have a constructor without arguments. The only
constructor has a String as argument. The contract of Serializable requires a
protected or public no-arg constructor. The no-arg constructor should probably
call the other constructor with an empty String as the prefix.
