   ### Description
   
   [protos.t](https://github.com/apache/apisix/blob/master/t/admin/protos.t) is a duplicate of TEST 1 in [proto.t](https://github.com/apache/apisix/blob/master/t/admin/proto.t). 
   
   In this PR:
   * deleted `protos.t`
   * renamed `proto.t` to `protos.t`
   
   Fixes #9403
