THANKS FOR YELLING!  :)

the error message says to contact webmaster@apache.org.  at this
point, that seems like a good idea.  this particular page went down
about a week ago, then was working again a few days ago and is
apparently down again.  the velocity developers have not done anything
to affect this (so far as i know).  so the webmaster is a better bet.

for now, use:  http://www.apache.org/dist/jakarta/velocity-tools/
