Perhaps a description for this issue would help, but if you are talking about merging the two files into a single file I believe that is somewhat inappropriate.  You can't make the assumption that a full Atlas installation would be available on a given client host, can you?  And would a bunch of superfluous values, that only make sense to server-side code, make sense in a client environment?
