I don't think it's a good idea to specify platform-specific behaviour in the API
like that.  If it's not possible for APR to make any strong API guarantee across
all implementations in this particular case, the API should just state that
explicitly:

"If no threads are blocked on the condition variable, the behaviour is unspecified."
