[I] oss test failed for `behavior::test_batch_delete_with_version` [opendal]

Hi, @meteorgan, it looks like we can't just fix this for S3—OSS is also affected. I also feel that all services that implement versioning but do not support deletion with a version will be affected as well.
I think we can either implement delete with version for those services or remove the incorrect `delete_with_version` capability for them.

So for, only `s3`, `oss` and `gcs` implement versioning with delete support. However, `gcs` doesn't have tests for versioning. So, I have only fixed `oss` for now and plan to propose a new PR to fix `gcs` and add related tests for it.
