Question of storm rebalance command

Hi,

I have two questions about storm rebalance.

First, after storm rebalance command, spout is deactivating.
Why spout is deactivating, bolt is not it.

Second, rebalance command contain the wait parameter if want to setting
times.
why need??
if i set 1 sec then almost no stop

Please tell me about these.
