I also encountered this issue.
When I describe <display-name> in web.xml by UTF-8(or our native encoding),
the admin tool copies it to $CATALINA_HOME/conf/Catalina/localhost/*.xml
without the encoding specification.
Finally, Tomcat fails to startup the context.
