This is obviously a conflict and will cause an issue with ActiveMQ. The solution is to raise the memoryUsage limit to accommodate the limits on the queues and topics. Because queues are limited to 128mb and topics are limited to 128mb (a total of 256mb), and the broker still needs enough memory to do its job, the memoryUsage limit should probably be a mimimum of 384mb or perhaps even 512mb.
