Why should elevate.xml in a data dir be made to work in SolrCloud at all?  This feature pre-dated SolrCloud (I assume), and so this was a way of getting mutable configuration to get from one core to another via the existing ReplicationHandler.  But in SolrCloud, this is obsoleted by ZooKeeper.  I would rather we not implement this.
