[I] Add a security policy [datafusion]

   ### Is your feature request related to a problem or challenge?
   
   As an ASF project, we should follow the ASF reporting guidelines and provide a means for responsible security disclosures if needed 
   
   
   
   ### Describe the solution you'd like
   
   1. Add a SECURITY.md security reporting model (I suggest starting from the one in https://github.com/apache/arrow-rs/blob/main/SECURITY.md)
   2. Reference https://www.apache.org/security/#reporting-a-vulnerability
   
   
   
   
   
   ### Describe alternatives you've considered

   ### Additional context
   
   I also made a similar PR in sqlparser-rs recently too
   - https://github.com/apache/datafusion-sqlparser-rs/pull/2601
