I select a portion of a spread sheet and try to print it. I select the printer
an Epson Stylus 1400 and select US B (11x17) Landscape and click on OK and it
goes back to the Open office screen and shoes 8 1/2 x 11.
The file is ODF. I did mark Selected cells.
Note: this is happening in LibreOffice and Adobe PDF Writer also.

Did you check "Selected cells" in Range and copies of Print dialog?
Page setup is performed in Format - Page... - Page - Paper format.
